I ask this despite fear of sounding stupid… But I’ll admit to being a little confused. With Marcus working on this “New Basement Tapes”, does this mean that Mumford and Sons are NOT working on a new album after all? Is it officially over with the hiatus becoming permanent?

You don’t sound stupid at all, Luke! This is just a side project for Marcus, much as Inside Llewyn Davis was. All of the tracks have been recorded for Lost On The River by The New Basement Tapes. Without looking it up, I’m not sure of the exact date, but they finished months ago. They are just prepping for the release now.
Mumford and Sons have been writing for the new album, their 3rd studio album, and as far as we can tell are recording it in London at the moment. Just yesterday an article popped up on the web (I posted it in yesterday’s daily dose) about a city trying to get them to do a Gentlemen of the Road Stopover there. They said they had been in talk with their management and if they did pick their city it would be sometime between July and August of 2015, which leads us to believe a tour is already being planned.
So no worries, Mumford and Sons will be back either late this year or early next year!
